Key Observations
- The Public Examinations Act (1968) is the principal legislation governing O/L, A/L, and all government examinations — amended only once in nearly 60 years
- The Assisted Schools Act (1960) drove the landmark nationalisation of ~2,500 denominational schools — one of the most significant government interventions in Sri Lankan education
- The National Library Act (1998) has never been amended in over 25 years — currently under SLLA review for its first major revision, citing missing objectives and no mandatory library professional representation on the Board
- The Assisted Schools legislation (1960 + 1961 Acts) is currently under Law Commission review for potential wholesale replacement by a proposed Education Standard Act
- The School Development Boards Act (1993) mandates a Board for every school — one of the most broadly applied statutory body provisions in Sri Lankan legislation, creating potentially thousands of individual Boards
- The UNESCO Scholarship Fund Act (1999) targets scholarships specifically for disabled and displaced children — one of the few Sri Lankan acts with an explicit social welfare mandate tied to UNESCO
- The State Printing Corporation Act (1968) established the government's chief printing arm — progressively expanded through 3 amendments to include commercial printing (1981) and import/export of books and stationery (1998), with a critical stipulation that school textbook printing always takes priority
- The Education Ordinance (1939) is the foundational education law of Sri Lanka — 63 sections across 7 parts, establishing the Department of Education, advisory councils, estate school mandates, and the statutory anchor for free education. Its 1947 amendment introducing Free Education from kindergarten to university is arguably the most significant educational reform in Sri Lankan history
- Question papers are legally classified as Secret Documents under the Public Examinations Act — one of the strictest information security provisions in Sri Lankan legislation
